Releases 1.24 (FE) and 1.09 (BE)

Enhancements and fixes for the inventory/proposal services:

• Sorting the optional field (certificates) list on course/proposal records
• Prevent users from removing last/only owner on course records

Enhancements to the catalog service:

• Requirement group cloning
• Add existing requirement groups to different programs
• Add multiuse number field

Enhancements to the class service:

• Improve error messaging during cloning 
• Show dialog when MOI has been changed to "On-Line Only"
